Valor refers to one of America's oldest laws, the owning and carrying of arms.

The Second Amendment was one of the first ten amendments to the U.S. Constitution. Under this amendment, American citizens were granted the right to bear and possess arms. It gave civilians the ability to own guns for the purpose of defending their own property and country, as it was believed that armed and self-trained civilians formed the vital core of territorial defense. Among other things, it was free access to arms that made the American Revolution and independence possible.

The obverse depicts two pistols joined together. Above them we see the date 1789, the year the Second Amendment went into effect. Below that is the inscription 2nd Amendment. At the very top in the rim is the copper content designation as well as the weight of the medal. The reverse shows us a cannon, underneath which we see the inscription Come and take it, meaning Come and take it by implication, if you can. .
